HR Consultancies and HR Service Providers in Singapore for SMEs (2026 Guide)
Quick answer: Pick by the job you need done. For payroll, look at i-Admin, Links International or Info-Tech's software. To employ staff overseas without setting up a company there, compare AYP Group, Multiplier and Remote People (formerly Horizons). For recruitment, BGC Group, NodeFlair (tech roles) and Reeracoen (bilingual and Japanese speaking roles). To fix your hiring process itself, an HR consultant such as Inncelerator.
First, know which kind of HR help you need
- HR consulting: fixing how you hire, onboard, manage and keep people.
- Payroll and HR outsourcing: handing over the admin, like payroll, CPF, leave and records.
- HR software: running payroll and HR yourself, faster.
- Recruitment: finding and placing candidates. In Singapore this needs an Employment Agency licence from the Ministry of Manpower (MOM).
- Employer of Record (EOR): a provider legally employs your overseas staff in their own country, so you don't need a company there.

How we put this guide together
This is a guide, not a ranking. Providers are listed alphabetically and described by their strengths. In October 2026 we read each provider's website, company filings, press releases and reviews on platforms like G2, Trustpilot and Clutch. We only quote ratings we could see ourselves, with the date we checked. No provider paid to be included. We updated this guide after Horizons rebranded as Remote People, and removed one recruiter we couldn't confirm had a Singapore presence.
Disclosure: this guide is published by Inncelerator, which also offers HR consulting and is one of the providers listed.

It says it serves more than 23,000 customers.
Highlights: ISO 27001, SOC 2 and Data Protection Trustmark certified, and eligible for SME digital grant support, according to the company.

| Best for | SMEs that want to fix hiring and onboarding, and have the tools built |
| Office | Cencon Building, 2 Tannery Road, Singapore 347720 |
| Website | inncelerator.com/pages/hr-hiring |
Most hiring problems start before the job ad: an unclear role, the wrong salary, a slow interview process, or no plan for the first month. Our HR consultant works on exactly that, with job descriptions, salary benchmarking, interview structure, onboarding and day to day HR advice. Because we also build software, we can set up the systems to run it, such as careers pages, CV collection forms and simple applicant tracking. We only charge employers, never job seekers.
Worth knowing: full recruitment and placement is coming soon. Until then we'll point you to licensed agencies if you need one.

It changed in February 2026 when it expanded from Employer of Record into full service global hiring, so it now finds candidates as well as employing them. Existing contracts carried over unchanged. It also offers contractor management and advice on setting up entities abroad.

How to choose an HR provider
- Name the problem first. Bad hires, slow hiring, payroll headaches and overseas hiring all need different kinds of help.
- Check the licence for recruitment. Anyone placing candidates for a fee in Singapore needs an Employment Agency licence from MOM. Ask for the number and check it on the MOM website.
- For EOR, ask for the all in cost. Ask what's included, how currency conversion is charged, and what happens when someone leaves.
- For payroll, ask about CPF and IRAS filings. Make sure year end tax forms are part of the service, not an extra.
- Look at onboarding, not just hiring. A great hire with a poor first month often leaves anyway.

Frequently asked questions
What is the difference between an HR consultancy and a recruitment agency?
An HR consultancy improves how you hire, onboard and manage people. A recruitment agency finds and places candidates for specific roles, and in Singapore must hold an Employment Agency licence from MOM.
Should a small business outsource payroll?
Often, yes. Outsourcing payroll or using good payroll software usually costs less than a full time HR hire, and it reduces the risk of CPF and tax mistakes.
What is an Employer of Record?
An Employer of Record legally employs someone for you in their own country, handling contracts, payroll, tax and benefits there, so you can hire abroad without setting up a local company.
How much does an Employer of Record cost?
Published and reported starting prices for the providers in this guide range from about US$288 to US$459 per employee a month, depending on the provider, country and billing plan.
How can a Singapore SME hire overseas staff?
The common routes are a Singapore work pass for someone moving here, hiring a remote contractor, or using an Employer of Record to employ the person in their own country.
